You have received an offer from an Italian university. Now the university asks for an apostilled degree or Class 12 certificate. What does that mean, and which documents should you prepare?
An apostille is a certification used when a public document issued in one country must be presented in another. For Indian academic documents, it is issued by the Ministry of External Affairs (MEA). It verifies the document’s official signature or seal; it does not confirm your marks, assess your qualification, or guarantee admission.
For students going to Italy, the process can include university verification, authentication by the competent state education authority, an MEA apostille, and possibly a Declaration of Value. The exact documents depend on your course, university, and the Italian consular office handling your case.
Often, yes. Italian universities and consular offices may request apostilled academic records to verify qualifications issued in India.
However, do not apostille every certificate you own without checking the requirements first. An applicant for a bachelor’s degree may need a Class 12 qualification, while a master’s applicant will usually need degree and transcript documents. Requirements can also differ between an admission application, a Declaration of Value application, and final enrolment.
Start with the checklist from your Italian university. If you need a Declaration of Value, check the instructions of the Italian Embassy or Consulate responsible for the place where your qualification was issued. The Mumbai Consulate distinguishes this from study visa jurisdiction, which depends on where the student resides.
| Document | When to check whether it needs an apostille |
|---|---|
| Class 12 certificate or marksheet | When applying for undergraduate study or a Declaration of Value for a school qualification |
| Final bachelor’s degree certificate | When using your bachelor’s qualification for postgraduate admission |
| University transcripts or marksheets | When the university or relevant Italian consular checklist requests an authenticated academic record |
| Master’s degree certificate and transcripts | When applying for a PhD or another course that relies on your master’s qualification |
| Provisional degree certificate | Only when the receiving institution or consular office expressly accepts it |
For example, the Italian Embassy in New Delhi asks Declaration of Value applicants for an authenticated and apostilled final school or degree certificate and authenticated and apostilled university transcripts or marksheets where applicable. Its checklist also permits an apostilled DigiLocker Class 12 marksheet copy in the stated circumstances. The Mumbai Consulate’s 2026–27 study checklist sets out separate requirements for final qualifications and transcripts, including eligible digital documents processed through e-Sanad.
Practical tip: Make a document list from the checklist that applies to your qualification. “Apostille the degree” does not necessarily mean that the transcripts are covered.
Ask your university whether it needs apostilled documents for admission, final enrolment, or both. Also ask whether it requires a Declaration of Value (DoV) or accepts another specified qualification assessment.
Keep the university’s reply with your application records. It helps you avoid preparing the wrong set of documents, especially if your offer is conditional.
Compare the name on your passport with the name on each certificate and transcript. Check dates, qualification titles, university details, and whether the final certificate has been issued.
A name mismatch can require a separate formal document. For example, the New Delhi Embassy’s DoV instructions require a certificate from the competent Tehsildar in the situation described on its checklist and do not accept an affidavit as a substitute. Resolve discrepancies before you reach the submission stage.
The MEA’s e-Sanad portal provides an online route for verification and apostille where the document is available through an eligible digital repository or issuing authority. Availability depends on the document and its issuing body; uploading an ordinary scan does not automatically make it eligible.
The portal says that CBSE documents from 2014 onward are handled through its digital-depository route and that physical copies of those documents are not accepted for apostille through the physical process. Check the portal’s current instructions for your board or university before choosing a route.
If your document is not processed through an eligible digital route, it generally needs authentication from the competent authority before the MEA apostille stage. For academic documents, follow the procedure of the relevant state education or higher education authority.
This step matters particularly for a DoV. The Italian Embassy in New Delhi specifies HRD authentication from the relevant state education authority and says an SDM stamp is not accepted for its academic-document requirement. The Mumbai Consulate’s 2026–27 DoV checklist likewise requires competent education department attestation and rejects SDM attestation on study documents.
For documents outside e-Sanad, follow the MEA’s attestation and apostille procedure. The MEA says it does not accept documents directly from individuals at its counter; submissions and collections go through its designated outsourced service providers. Its guidance lists the supporting copy and passport-copy requirements.
Use the official MEA page to identify a current authorised collection centre and its charges. Keep the receipt and any application reference until your documents are returned.
Make sure the apostille belongs to the correct certificate or transcript and that the document remains complete and readable. Retain a clear scan for university correspondence, but keep the original or officially issued digital document available when required.
If a university or receiving office needs to confirm an apostille’s details, the MEA provides an e-Register for verification.
These terms refer to different steps. One does not automatically replace another.
| Item | What it does | Who provides it |
|---|---|---|
| Apostille | Certifies the official origin of an Indian public document for use abroad | India’s Ministry of External Affairs |
| Declaration of Value (DoV) | Describes an overseas qualification and its place in the education system where it was awarded | The competent Italian Embassy or Consulate |
| CIMEA statement | Provides the particular qualification assessment or verification service requested by the receiving institution | CIMEA, Italy’s ENIC-NARIC centre |
The Italian Embassy in New Delhi states that Indian qualifications are not automatically recognised in Italy and describes a DoV or a statement of comparability as possible routes for recognition. Follow the route specified by your university and the applicable consular instructions. Having an apostille alone does not mean you have obtained a DoV or a CIMEA statement.
It depends on the document and the office receiving it. Do not assume that every English-language certificate needs translation.
For instance, the Mumbai Consulate’s 2026–27 DoV study checklist says that an Italian translation is not required when the specified degree or school certificate and transcripts are issued in English. The New Delhi Embassy’s DoV page provides guidance for translating authenticated and apostilled degrees. Check the instructions that apply to your application before paying for a translation.
The MEA’s published apostille information lists a ₹50 MEA fee per apostille. Collection, scanning, state authentication, delivery, translation, and DoV costs may be separate. As service charges and processes can change, check the MEA fee and submission page and your chosen authorised centre before paying.
An inexpensive apostille does not always mean the whole document-preparation process will be inexpensive. Work out the cost for each certificate and transcript on your actual checklist.
Start as soon as you know which qualification documents your university needs. University verification, state authentication, apostille, translation where required, and DoV are separate stages that can add time.
Do not plan around an advertised “same-day apostille” without checking the earlier authentication steps. The Mumbai Consulate’s 2026–27 guidance says a DoV application can take up to 90 days after submission to the Consulate, excluding time for additional documents. That is a DoV processing window, not an estimate for obtaining an MEA apostille.
Getting your documents ready is easier when you work backwards from the specific university and consular checklist. Once you know which certificates, transcripts, and assessments are required, you can complete each stage in the right order and avoid repeating work.
